Teacher Unions Reject Submission of Personal Details by Teachers for the GES Job Evaluation Exercise
The attention of the Teacher Unions has been drawn to a letter dated 8th June 2026, written by the GES Headquarters, in collaboration with the Fair Wages and Salaries Commission (FWSC) and addressed to all Regional Directors of the GES, requesting for a Staff Personal Files for Job Evaluation Exercise.
We deem this letter provocative, offensive and disappointing, and a ploy by the duty bearers (MOE, MOF, GES, FWSC, PSC) to delay the process of addressing the challenges confronting teachers as directed by the President of the Republic. This, to us is a slap in the face of His Excellency the President and the National Labour Commission (NLC). We wish to caution further, that if the said challenges confronting teachers are not addressed immediately, it could explode, and the consequences to the education front could be dire.

The Teacher Unions’ 20th March 2024 Strike Action and Aftermath
If you may recall, the Teacher Unions on 20th March, 2024, declared a nationwide strike action over some burning issues confronting teachers which required immediate redress. Among them were:
1. SCHEME OF SERVICE FOR THE GES STAFF
i. Decoupling of Director 2 and Director I from being coterminous with Political Districts and Regions (Scheme of Service)
Flowing from the above, the NLC summoned and met with the disputing parties on 26th March 2024, which included the Ministry of Education (MoE), Ministry of Labour, Jobs, and Employment (MoLJ&E), Fair Wages and Salaries Commission (FWSC) and the GES on one hand and the Teacher Unions on the other.
ii. Directives by the NLC
We wish to note, that the NLC, having heard the dispute, and met with the parties jointly and in separate (caucus) sessions made some findings and gave some directives, among which was that since the GES had no Scheme of Service for the GES staff, and to ensure that future appointments do not encounter such challenges, the GES must negotiate a Scheme of Service for its staff.
Consequently, the GES submitted a draft Scheme of Service to the Teacher Unions for our inputs by April 2024, as directed by the NLC. The Unions sent our inputs to the GES, on 15th July 2024.
Following the submission of the inputs by the Unions, the two parties worked together with the GES’ Consultant (Messrs Price Waterhouse Coopers) to complete the Scheme of Service, awaiting signing, and subsequent implementation.
iii. Failure by MoE, FWSC, GES, and MoLJ&E to obey the NLC
We are therefore disappointed, shocked, provoked and angry with the turn of events, that yet again, as we write, the same issues with appointments which led us to the NLC and the subsequent directives by the NLC to correct it by developing and implementing a Scheme of Service for GES Staff, have resurfaced once again.
iv. Disregard of the Directive by H. E. John Dramani Mahama
From the above narration, we see the attitude of the duty bearers not only as a blatant disregard of the NLC, which must not be allowed to continue, but also a disregard of the Directive by H. E. John Dramani Mahama to decouple the Director 2 and subsequently Director 1 from being coterminous with political districts and regions, thus paving way for the promotion of Deputy Directors to Director 2, and subsequently Director I. We find this unfortunate and must not be allowed to continue.
2. DELAY WITH NEGOTIATION OF THE COLLECTIVE AGREEMENT
Be further informed, that the existing Collective Agreement is scheduled to expire in June 2026. However, the negotiation of the new one, which should be completed in, or before June 2026, has not yet been done. Thus, the new Collective Agreement stands un-negotiated, and we have raised this concern with the FWSC, and MoE, but as we write this letter, the issue is still outstanding! And this is a bother to us, the Teacher Unions.
3. OUTSTANDING ISSUES IN THE 2024 COLLECTIVE AGREEMENT
L Scheme of Service:
According to Section 6 of the 2024 Collective Agreement,
There shall be an approved Scheme of Service covering all grades in the Service:
This has not been done, in fragrant disregard of the NLC directive..
ii. Promotion of Deputy Directors (DDs) to Director II and Director 1
According to the 2024 Collective Agreement (p.84),
The GES and the Pre-tertiary Teacher Unions shall work expeditiously to resolve all outstanding issues concerning the promotion of Deputy Directors (DDs) to Director 2 and subsequently to Director 1, by September 2024.
As we write, this has also not been done, in utter disregard of the NLC directive.
Deprived Area Allowance
According to Section 17(2) of the 2024 Collective Agreement,
The MoE and the GES shall review the Deprived Area Report for implementation. The Teacher Unions shall then negotiate the figures with the FWSC.
As we write, this has not been done, in utter disregard of this stipulation in the Collective Agreement.
THE TEACHER UNIONS’ DEMANDS
Following the above developments, the Teacher Unions demand the following:
1. That the GES gleans the staff (personal) files of Teachers in the Schools, Districts, Regions and Headquarters, for the information required for the Job Evaluation Exercise.
2. The Scheme of Service covering all grades of the teaching Staff in the GES be concluded, signed and implemented on or before July 17, 2026.
3. The new Collective Agreement be concluded, signed and implemented on or before July 17, 20261
4. The promotion of Deputy Directors (DDs) to Director II and subsequently to Director I be concluded, signed and implemented on or before July 17, 20261
Call to Action
Consequently, we call all the duty bearers to act swiftly to save Teachers from the precarious and difficult situation currently confronting them by July 17, 2026. If by the close of July 17, 2026, we do not receive any favourable response, we shall determine the next line of action.
